The 1910 Federal Census gives descriptions of the enumeration districts for the City of Winona by ward/precinct number only. Therefore, descriptions of the wards and precincts have been obtained from 1910 Winona City Directory, Winona Directory Co, publisher and added to the descriptions of the enumeration districts.

The city is divided into wards and the wards into voting precincts by lines extending from the Mississippi river to the southern city boundary line.

Ward 1 extends from the western city boundary line to the center of Harriet street.

193 1 From the western city boundary line to the center of Sioux street, south of the Chicago, Milwaukee & St. Paul Ry. tracks.
194 2 From the western city boundary line to the center of Sioux street, south of the center of Indiana av. and the center of Ewing street north of the center of Indiana av. north of the Chicago, Milwaukee & St. Paul Ry. tracks.
195 3 From the center of Sioux and Ewing streets to the center of Olmstead street.
196 4 From the center of Olmstead street to the center of Harriet street.
