The 1910 Federal Census gives descriptions of the enumeration districts for the City of Winona by ward/precinct number only. Therefore, descriptions of the wards have been obtained from 1910 Winona City Directory, Winona Directory Co, publisher and added to the descriptions of the enumeration districts.

The city is divided into wards and the wards into voting precincts by lines extending from the Mississippi river to the southern city boundary line.

Ward 4 extends from the center of Hamilton street to the eastern city boundary.

203 1 From the center of Hamilton street to the center of Zombro street.
204 2 From the center of Zombro street to the center of Mankato av.
205 3 From the center of Mankato av. to the eastern boundary line of the city, north of the center of Sanborn street.
206 4 South of the center of Sanborn street, east of the center of Mankato av., to the eastern boundary of the city including the Sugar Loaf district west of Mankato av.
